Contact-based ABM paid media: how to reach a named list of decision makers on LinkedIn and Google
For a B2B team with a named list of contacts, lead with LinkedIn: upload the contacts as a Matched Audience, add company targeting by job function and seniority to reach the rest of the buying committee, use Google Search for intent and retargeting for engaged visitors, and time each ad phase to sales outreach. Two platform rules decide the setup. LinkedIn serves an uploaded contact list only when at least 300 members match, and Google Customer Match targeting needs 90 days of history and more than US$50,000 in lifetime spend. If your list is small, lead with company targeting and keep the contact list for sales coordination.
Key takeaways
- Contact-based ABM targets named people; account-based ABM targets companies. Use contacts when sales already knows who matters.
- LinkedIn needs at least 300 matched members to serve a contact list, and a file of 300 emails does not guarantee 300 matches.
- Google Customer Match targeting needs 90 days of history and more than US$50,000 lifetime spend; observation and exclusions are open to all policy-compliant advertisers.
- Run paid media as support for sales outreach, with separate campaigns for accounts that have open opportunities.
- Report account-level outcomes (accounts engaged, meetings, opportunities, pipeline) rather than cost per lead.
Contact-based versus account-based: choose by what sales already knows
Account-based ABM starts from a list of companies and reaches the people inside them by job function and seniority. Contact-based ABM starts from a list of named people, usually decision makers and influencers your team has already identified, and uploads them so the ads reach those individuals.
The contact-based route fits when sales has done the research and the list is large enough for the platform to match. When it is not, company targeting is the better base, and the contact list becomes a coordination tool for sales. Our guide to company list targeting and Matched Audiences covers the account route in detail.
My recommendation: make LinkedIn the primary channel, use company targeting to widen coverage across the buying committee, and use Google mainly to capture intent and retarget engaged visitors.
Check the platform rules before you plan the budget
| Platform | What the platform states | What it means for the plan |
|---|---|---|
| LinkedIn contact lists | A campaign can serve once the uploaded list reaches at least 300 matched members, however many emails were added. LinkedIn recommends lists of at least 10,000 email addresses to reach 300 matches. Audiences can take 24 to 48 hours to be ready. | Upload first and read the matched count before you design anything around it. Small lists often fall short. |
| Google Customer Match: targeting | Targeting and manual bid adjustments need 90 days of Google Ads history and more than USD 50,000 in total lifetime spend, plus good policy and payment history. | Newer or smaller accounts cannot target a contact list directly. |
| Google Customer Match: observation and exclusions | Open to all policy-compliant advertisers. | You can still use the list to observe performance or to exclude customers and open opportunities. |
| Google list freshness | A list must have at least 100 members added or updated in the last 540 days to stay eligible. | Refresh the list on a schedule. |
| Google data source | Only information collected in a first-party context can be uploaded. | Do not upload purchased or scraped prospect lists. |
Google can also remove Customer Match access at any time, so do not build a plan that depends on it alone. Check consent and privacy rules for the list on both platforms, including CASL, Quebec’s Law 25 and GDPR where they apply, before any upload.
A starting budget split to test
| Channel | Approach | Priority | Starting share |
|---|---|---|---|
| LinkedIn contact lists | Upload business emails as a Matched Audience, segmented by decision maker, influencer and open opportunity | Highest | 45% |
| LinkedIn company targeting | Target the same companies plus roles such as CMO, VP Marketing, Director of Demand Generation and RevOps | Highest | 25% |
| Google Search | Capture buying intent; add Customer Match only where eligible | High | 20% |
| Retargeting | Re-engage site visitors and ad engagers | Medium | 10% |
This is a starting allocation for a campaign with a large enough audience, not a benchmark. Move budget toward the channel that produces meetings with the right accounts, and shift the contact-list share to company targeting if the matched audience is below 300.
Build three audiences
- Named contacts: your permitted list of business emails, segmented into decision makers, influencers and contacts with open opportunities.
- Buying committees at the same companies: upload the target companies separately to company targeting and layer job function or seniority, so you reach colleagues your exact contacts do not cover.
- High-intent prospects: retarget relevant site visitors, video viewers, ad engagers and form visitors, and prioritize accounts already talking to sales, subject to minimum audience sizes.
Plan the messaging in three phases
| Phase | Goal | Content | Weeks |
|---|---|---|---|
| Awareness | Introduce the problem and your expertise | Thought leadership, short videos, industry insights | 1 to 3 |
| Consideration | Build credibility | Customer stories, testimonials, case studies, comparison content | 3 to 6 |
| Conversion | Create qualified conversations | Consultation, demo, free audit or tailored assessment | 5 to 12 |
These are planned messaging phases, not guaranteed ad sequences for each person. Use engagement audiences to move prospects along where the platform gives you enough scale.
Coordinate paid media with sales outreach
This is where I would put the most emphasis. For high-value prospects, advertising should support the sales team’s outreach, not run on its own timetable.
| Timing | Paid media | Sales activity |
|---|---|---|
| Week 1 | Introduce the company and its expertise | Identify key stakeholders |
| Week 2 | Industry-specific educational content | Personalized LinkedIn outreach |
| Weeks 3 to 4 | Case studies and customer proof | Email or direct follow-up |
| Weeks 5 to 6 | Demo, consultation or assessment ads | Meeting invitation |
| Week 7 and after | Retarget engaged audiences | Opportunity nurturing |
Create separate campaigns for accounts with active sales opportunities, with creative that answers the specific problems sales has discussed with them.
Measure accounts, meetings and pipeline, not cost per lead
| KPI | What it tells you |
|---|---|
| Target account reach | How many intended companies are being exposed |
| Engagement rate | Whether the message resonates |
| Engaged accounts | Companies showing meaningful activity |
| Meetings booked | Qualified conversations created |
| Opportunities created | Sales pipeline generated |
| Pipeline influenced | Opportunity value linked to campaign activity |
| Revenue generated | Closed-won business |
Connect campaign activity to HubSpot, Salesforce or your CRM and send qualified-lead and opportunity events back to the ad platforms where each one supports it. Good B2B attribution here is what lets you defend the budget in the room.
Pick your setup by list size and objective
| Your list | Recommended setup |
|---|---|
| Under 500 contacts | Lead with company targeting and role layers. Keep the contact list for sales coordination and exclusions. |
| 500 to 1,000 contacts | Upload and read the matched count. If it is under 300, use company targeting as the main audience. |
| 1,000 to 5,000 contacts | Upload, check the matched count, then split budget between contact and company audiences. |
| More than 5,000 contacts | Contact lists can lead, with company targeting for coverage and Google for intent. |
| Company list only | Company targeting with job function and seniority; build contacts as sales learns who is engaging. |
These thresholds are my rules of thumb, based on the 300-member minimum and LinkedIn’s own advice that large files are needed to reach it. The matched count in Campaign Manager is the real test.

Frequently asked questions
What is contact-based ABM?
It is account-based marketing that targets named people rather than only companies. You upload a permitted list of business contacts so ads reach those individuals, and you pair it with company targeting to reach the rest of the buying committee.
How many contacts do I need for LinkedIn Matched Audiences?
A campaign can serve once the uploaded list reaches at least 300 matched members. LinkedIn recommends uploading at least 10,000 email addresses to reach that, so a list of 300 emails will usually fall short.
Can I use Google Customer Match for a prospect list?
Only with first-party data you collected yourself. Targeting needs 90 days of Google Ads history and more than US$50,000 in lifetime spend, and purchased or scraped prospect lists should not be uploaded.
Should paid media and sales outreach run together?
Yes, for high-value accounts. Time the ad phases to outreach, and run separate campaigns for accounts with open opportunities so the creative matches what sales has discussed.
What should I report instead of cost per lead?
Target account reach, engaged accounts, meetings booked, opportunities created, pipeline influenced and revenue, taken from your CRM.
