B2B marketing in the UAE
The UAE is where many global technology, financial services and logistics companies run their Middle East business, mostly from Dubai and Abu Dhabi.
PlanConversion is a Montreal-based B2B demand and revenue generation agency that works with enterprise teams in the GCC. We run account-based marketing, Google Ads, LinkedIn Ads, generative engine optimization (GEO), conversion rate optimization (CRO) and RevOps, measured on meetings, opportunities and pipeline in your CRM.
Across the GCC we usually start with the UAE and Saudi Arabia: ABM on a short list of very large accounts, LinkedIn for senior decision-makers split by country, and a consent-ready CRM so pipeline and data rules can be reported country by country.

A regional strategy with targeting, schedules, budgets and reporting split by country, so the UAE, Saudi Arabia and Qatar are never averaged together.
Campaigns and CRM fields set up for consent-based marketing under the UAE, Saudi and Qatari data laws, with free-zone regimes handled where they apply.
ABM, executive content, events and references aimed at the small number of people who decide large GCC deals.
Weekly written reports and reviews in the overlap between the Gulf afternoon and the North American morning. Paid media management from 10% to 15% of ad spend, with no media markup.
The six Gulf Cooperation Council countries, the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman, buy as one region on some decisions and as six very different markets on others. Most B2B demand for global technology and services vendors sits in the UAE and Saudi Arabia, with Qatar next. Data protection, working weeks, procurement rules and the weight of government and family-owned groups differ by country, so a regional plan has to be built and reported country by country.
The UAE federal data protection law, Federal Decree-Law No. 45 of 2021, makes consent the main basis for processing, allows personal data to be used for marketing only with consent and requires an easy way to opt out. It does not apply inside the DIFC and ADGM financial free zones, which have their own data protection laws, so the rules depend on where your entity and your contacts sit.
Saudi Arabia's Personal Data Protection Law has been fully enforced since September 14, 2024, is supervised by the Saudi Data and AI Authority, applies to companies outside the Kingdom that process data of Saudi residents, and requires consent for advertising and direct marketing. Qatar has had a personal data privacy law since 2016. In practice this means opt-in lists, documented consent in your CRM and no imported contact lists for email.
The UAE moved its federal working week to a Saturday and Sunday weekend in January 2022, while Saudi Arabia and Qatar keep a Friday and Saturday weekend. A regional campaign that runs on one schedule wastes budget on someone's weekend, so we set ad schedules, email sends and sales follow-up by country.
Ramadan moves about eleven days earlier each year and changes working hours and media habits. We plan account programs and events around it rather than pausing everything.
Since January 2024, Saudi government entities have stopped contracting with foreign companies that have no regional headquarters in the Kingdom, and about 600 companies had set one up by 2025 according to the Minister of Investment. For vendors selling to government or giga-projects, marketing has to show local presence, partners and long-term commitment, not only product strength.
Many GCC deals are decided by a small number of senior people in government entities and family-owned groups. Account-based programs, executive content, events and named references usually do more than high-volume lead generation, and reporting should follow accounts and meetings rather than form fills.

PlanConversion is a Canadian agency that works with global companies, including clients across the GCC. One regional plan sets targets, budgets and schedules by country, and reporting compares the UAE, Saudi Arabia and Qatar on the same basis. Reviews run in the overlap between the Gulf afternoon and the North American morning, with written weekly reports that do not depend on calls.
GCC programs run in English. Arabic creative and pages are scoped with your team or a local language partner when the buying group needs them.
The UAE is where many global technology, financial services and logistics companies run their Middle East business, mostly from Dubai and Abu Dhabi.
Dubai is the regional base for many global technology, fintech and logistics companies selling across the GCC, as well as fast-growing regional players selling to governments and large enterprises in the UAE, Saudi Arabia and Qatar.
Abu Dhabi is the UAE's capital and home to many government entities, sovereign-linked groups and energy and industrial companies, alongside the Abu Dhabi Global Market financial free zone, which has its own data protection regime.
Saudi Arabia is the largest economy in the GCC and, for many global vendors, the market that now decides regional growth.
Riyadh is the seat of government and the city where most large Saudi buying decisions are made, from ministries and giga-project owners to the regional headquarters global companies have opened under the Kingdom's headquarters program.
Qatar is a smaller, concentrated market where a limited number of state-linked enterprises, energy companies and financial institutions account for much of the enterprise demand.

As an official Demandbase partner we operate the platform end to end, connect it to your CRM and report on pipeline, not impressions.
